In the past, Secretary Duncan has called for steps such as increasing class sizes and revamping teacher-tenure rules.
So now districts can win RttT lottery money - a one time windfall - by increasing class sizes and ending teacher tenure.
Remind me again why any teacher would vote for Barack Obama in 2012?
