Private schools follow their own rules too. A boy's yeshiva in the 5 Towns area has one teacher mark an entire exam of kids in their school. While teachers don't mark their own exams (this is first time) they sit together and confer. No wonder everyone passes.

DeleteThat's because charter schools are private schools that simply get public money. They aren't held accountable for anything.
